New Council Member is....

Congrats to Sallee Orr, Wayne Smith and to our new council member - Brent Strate!!!

The votes are in and he was the CLEAR winner in the 3rd seat.

Here are the totals:

9.7% voter turn out

  • Sallee Orr - 569 votes
  • Wayne Smith - 476
  • Brent Strate - 415
  • Kelly Zaugg - 306
  • Rick Westmoreland - 255
  • Mike Jacobazzi - 132

It is clear who the winners and I'm excited for the new council. Brent Strate ran amazing campaign and did it right. Make sure you continue to check out his blog and I expect great things!

Election Day! Where to Vote?

South Ogden City Council Elections are today!  So your next questions should be: Where do you vote?

It is easy!

  • Precinct 1 - 6 you will vote at City Hall. This is for everyone north of 4800/5100 South.
  • Precinct 7-12 you will vote at the South Ogden Jr High Gym (Someone has to use it)

Polls open at 7 am and will stay open until 8 pm.

South Ogden City Election Results

My prediction of "Skip" being eliminated was correct.  I am surprised how close the race is between Strate and Zaugg.
Here is the breakdown:


Total Votes 1479 - 6.87% voted - Ouch!

  • Michael Jacobazzi 83 5.61%
  • Sallee Orr 383 25.90%
  • Marvin (Skip) Sexton 52 3.52%
  • Wayne M. Smith 326 22.04%
  • Brent Strate 211 14.27%
  • Rick T. Westmoreland 179 12.10%
  • Kelly R. Zaugg 245 16.57%


In a nutshell here are the rankings:


1st - Salle Orr
2nd - Wayne Smith
3rd - Kelly R. Zaugg
4th - Brent Strate
5th - Rick Westmoreland
6th - Michael Jacobazzi 


If Michael has any chance he will have to do a lot of work, honestly I am almost counting him out.  So right now it is Kelly's to lose he will need to keep his nose clean and watch out for negative attacks. Strate is close and Westmoreland is behind him; however Rick will have the most ground to make up and will need to bridge the gap between his regular constituents and branch out to new ones.  His campaigning will have to go the next level and be more than asking for donations on facebook.  Strate really hit the streets, probably did the most door to door out of anyone.  If he keeps that up he will pass Zaugg. I think some key endorsements would help, just depends on how much he is willing to spend to get out there.   Primary voters are way different than general election voters, and even worse during a municipal election.

Thoughts about South Ogden Primary Candidates

With at least one seat up for grabs, because two will most likely land with the incumbents.  I have begun thinking about who deserves this last seat.  So lets talk about each candidate.

Sallee Orr - Personally like Sallee Orr.  She has had lots of guts to stand up for what she believes on the council.  The number of meetings I have attended I have seen her time and time again go against the grain.  Not to mention she has stood behind many great causes including a cross walk on Highway 89.

Wayne Smith - He has been a strong presence on the council as well and has brought a much needed connection to the public safety side of things.  He and I have spoken many times about the community and he will continue to do well.

As for the open seat, well I know very little about the other candidates but here is what I do know.

Rick Westmoreland - Previously endorsed by me when he ran for mayor.  This time he appears to be very busy and hasn't had much time for campaigning.  He created a facebook and twitter page to start communicating but he isn't an active user.  Rick's biggest issues will be directed toward public safety.  His profession makes him very knowledgeable in this area and could be an asset to the council.  However he hasn't really attended any council meetings since he was defeated for mayor and he is still bugged about South Ogden's traffic school policies.

Kelly Zaugg - Veteren South Ogden Police Officer.  Rumor has it, and I mean rumor, he just has a bone to pick with Chief Shupe and wants to take it out by running four council.  Who knows?

Brent Strate - Brent is a local school teacher and has been very active on the campaign circuit.  Personally I have been very impressed with Mr. Strate and his desire to run.  His number one concern is to improve efficiences, save money and potentially lower the cost of government for South Ogden.  Also he has been attending a number of council meetings, planning commission meetings and Urban Forestry commission meetings.

Mike Jacobazzi - No Clue - Feel free to post info

Marvin Sexton - No Clue - Feel free to post info

What I have found most interesting has been the main issues of this years candidates are exactly what I have been talking about on this blog for months.  Good luck to all and look for my endorsements as we get closer to the final election.

South Ogden Primary Election Tuesday

Essentially there are 7 candidates running for three seats.  One will be eliminated on Tuesday's election.  The candidates are:

South Ogden Newsletter - Becoming a Patriot

Council member Wayne Smith wrote a fantastic article in this months newsletter. Many of you will be getting this in the mail in the next few days. (or download it here) This is a must read for all who live in South Ogden. His theme centers around becoming a patriot and what this means to us here in South Ogden.

Primary elections tend to bring out a small number of voters. But those who do vote are often very well informed and active in the political process. This doesn't mean you have to politically active or minded to vote in the primary; quite the contrary, anyone can vote in the primary election whom is registered. However many will choose not to vote; Mr. Smith explains by choosing not to vote you are,
"abdicating your right to influence government and allowing the will of others, who's opinions may be contrary to yours, to prevail."
That statement really hit home for me. It pushed me to want to want to be even more involved and to truly become a patriot. As Wayne said in his piece, being a patriot doesn't necessarily mean you fought and died for this country (howver those people are patriots). Instead being a patriot means you loved and defended this country by any means possible.

What an amazing way we have to show our love for this country and to defend the democracy we have. We can vote. Take the time study the candidates, even if just a little. Then go out and vote this week.

What is up with the Audit Committee?

Remember the Audit Committee we have talked about in the past few weeks?

Well, all the talk about adding Councilman Smith to the committee after a year vacancy was for nothing. He is going on vacation next week and will miss the last meeting of the year. Mr. Smith will have to wait until June to participate in the Audit Committee. Don't get me wrong, I have nothing wrong with him going on vacation. I just find it funny the committee has been missing a member for over a year and now will still be missing a member.

Since we have gone a year now with out him, what is six more months. I am sure they will get along just fine.

City Council Meeting 12/2/2008 -- Ogden Metro SWAT vs Weber County SWAT

Our local city council had a short and sweet meeting tonight. I would tell you more about the agenda but they forgot to put out the agendas, minutes, etc.

In the short 30 minutes we had for this weeks meeting, a couple of interesting topics arose. I will leave the audit committee, rec center, and skateboarding for another post and head right into the topic of choice. The Ogden City SWAT vs. Weber County SWAT.

Police Chief Val Shupe spoke on a resolution for South Ogden City to enter into an aggreement to work only with the Ogden Metro SWAT. With some disdain he explained how Weber County has formed it's own SWAT, originally to work with the jail, and has expanded into the rest of the county. "I don't know why they have [expanded]," Chief Shupe added. Apparently South Ogden would prefer to work with Ogden Metro SWAT since they have committed men (a total of two) to the eight member team; in addition they know how the Ogden Metro works and their procedures.

Here is my question, why do we have two SWAT teams? Do we need two? Are tax payers in South Ogden, Ogden, and everyone else in Weber County paying for two SWAT teams? Ogden Metro SWAT doesn't even use the Weber County SWAT as a backup, instead they have an agreement to use Layton City SWAT.

Needless to say the city council voted unanimously to enter into the agreement with Ogden Metro SWAT.

The comments after the meeting all revolved around how frustrating it was that Weber County has a SWAT and took members from the Ogden Metro SWAT. Both Chief Shupe and Councilman Wayne Smith talked for a few minutes after about the SWAT predicament and clearly showed their frustration.

Sounds like South Ogden is drawing a line in the sand on who they will work with. It also sounds like everyone in Weber County is paying twice for a SWAT team. From where I sit this doesn't sound right.

Audit Committee - Did we forget?

At the City Council Meeting on Tuesday, one thing happened that I forgot to mention. Looks like the City Council forgot too.

I am not sure how often the Audit Committee meets, but it was announced that Wayne Smith would be filling the vacancy on the committee. This needed to be ratified by the council, so it came to a vote. Of course the vote was unanimous, but the vote wasn't what was interesting. The interesting part was the announcement that Mr. Smith would be replacing Shannon Sebahar on the committee.

Wait a minute? Wasn't Shannon Sebahar ousted nearly a year ago? We are just getting around to replacing her on the committee. Does this committee not meet? How can you honestly go a year without replacing her? As soon as Shannon lost the election, all of her committee assignments should have been filled--immediately.

From where I sit, this is kind of sad.

South Ogden City Council Meeting - 9/2/2008

Tonight I had the great pleasure of attending our city council meeting. I haven't been able to attend a meeting for sometime do to my school schedule. However, now my Tuesday's are free; so I will be attending as many as I can. I thought it would be helpful to blog about what I observed in tonight's meeting.


Two things stood out tonight as very interesting:


1. Through Weber County, the city now has a service called City Watch Notification System. (See Link) This system, if you follow the website you will learn, is an emergency notification system; however they city may use it for other professional needs like last minute meetings, notifications, etc. When an alert is triggered via a recording that a city official calls in; An automated phone call is sent to thousands of people through out the city to warn us or give us instruction. This was purchased through a grant given by Home Land Security and is a very exciting project. I think it can be great for the city. Interesting enough, they had asked all of the city council to go through an emergency training from an online website. Mayor Garwood commented, "No one has emailed me the link." It was quickly pointed out that it had been emailed out, he had just deleted it. He promised if it was re-emailed he would get it done.


2. The South Ogden/Weber County Schools Recreation Center. This one drove me crazy. For sometime now there has been talk about a recreation center for the city of South Ogden. It was in our survey (see link) we filled out last year. South Ogden City has been working with the Weber County Schools to use part of South Ogden Junior High as a facility for recreational services. Part of the complex would be remodeled and developed to accommodate this project. The cost would roughly be $2 Million. The building is primarily designed for basketball, but could be used for other purposes. With the option of having a walking track around it. However, the building will only be open from 5 pm to 10 pm. Scott Darrington, city manager, recommended that we bond out the project (aka - DEBT). He also recommended we "Pork Barrel" (see link) an additional $500,000 for a new building and a conference room at the city works department.


The most interesting part of the project is the talk of bonding and the pork barrel spending. I work in the financial industry. If someone came to me and asked for a loan for a tennis court or a gym, then they told me they were positive that the revenue generated would not be enough to cover the debt; we would not do the loan. This is exactly why we are in a housing crisis. People got loans they could not afford. Scott Darrington specifically said, "This will not be a revenue generator, this will not generate near the revenue to pay the cost of the debt." My jaw dropped to floor at this statement. Is the City Council really going to ask the tax payer to put the city into debt $2.5 Million with no hope of making the payments with out raising taxes. In addition, the rec center can only be used for five hours a day. Does this make any business sense? If I ran my business this way, I would be out of business. Why would we go into debt for something that makes no money! Why don't we find a better solution?

P.S. RAYMOND UPDATE:

Lastly, I emailed the entire city council my post on the Raymond Avenue project. Councilman Wayne Smith and Mayor Garwood both responded. But nothing was said at the city council meeting. Jon Andersen was there and I did talk to him. He said that they have called the company, he also said the cement and landscaping will be fixed; so not to worry. I will keep you all updated.

Weber County Republican Convention

This years Weber County Republican Convention started out it in it's usually way. A few simple booths from the candidates that want your vote. Candidates and their families are racing for sign location. The ones who show up late end up scrambling. This year it was The Attorney General - Mark Shurtleff's advance team appeared to be about an hour late in setting up and were scrambling with their disorganized van of signs and ladders. A few served ice cream, cookies, pop corn, and displayed their free shirts. It reminded me of my brief time spent in politics as an advance team director and how crazy those times could be.

I saw our councilmen Wayne M. Smith at the convention, he was having a healthy conversation about fishing. You see this was a time for many people to catch up. Many old time Republicans took the time to swap stories or talk about Obama vs. Clinton and the Iraq war.

The chairmen kept things moving fairly quickly, he instigated a one clap rule for all applause, which tended to fade away from time to time. But we were moving very quickly. I was disappointed that our potential republican candidate, Brent Wallis, from Leg District 10 did nothing to campaign. Since the reason we keep losing on the republican side is that republicans are voting for the democrat (which I may do, D. Edger "Ed" Allen I hear is a good man). I will need to gather more information on each candidate before I make a decision on anything.

The exciting race of the day (for me to watch) was that of Ryan Wilcox. He is running against incumbent Glenn Donnelson in House District 7. Ryan campaigned excellently. His booth was very visible, he had water, popcorn and cotton candy for everyone. Every booth had food from his booth on their table, displaying his logo. He had girls walking through the bleachers passing out more food, some from other campaigns. A group of women stood in the door way getting everyone to put on a Ryan Wilcox sticker. At one point all I could see were Ryan Wilcox stickers and District 7 didn't have 100 delegates, but that is how many stickers it seemed like! The campus of Orion Junior High School was covered with Ryan Wilcox signs. I almost forgot who Glenn Donnelson was. As Uncle Lewie said in Lost in Yonkers, "This kid has moxy." Well it was no surprise for me to learn he beat Glenn by one vote, forcing the race to a primary. This will be one to watch.

Though it indirectly affects South Ogden, it is Weber County and we need to watch and support our Weber county representatives. In the end it was well worth the visit.

Final Election Results

What an exciting election. We have been building up to this moment for many months and now the results are in.

In all honesty I am a little surprised at the results. At the same time I congratulate everyone on their well run campaigns and look forward to supporting the new council people.

According the Utah Elections website all the precincts have reported for South Ogden and here are the results:

I really am surprised at how close these results are. I am not sure about provisional votes and if they need to be counted yet, but as close as this race was for Wayne M. Smith and Shannon P. Sebahar that could change if we need to count more ballots. I am not sure what the recount rule is in Weber County but I would ask for one with that close of a race.

Update: With 1300 Weber County Votes yet to be counted who knows how the elections will go. Mayor Godfrey could lose and Shannon P. Sebahar could win. I will do my best to keep you all posted.

Who to Vote For?

As many of you know the elections are tomorrow. This is a very exciting time. I have thought a lot about this election and about who I am voting for. Since this blog is my opinion from "where I sit" then I felt it appropriate to tell you some of my feelings about each of our City Council Candidates. I am posting this simply to share my opinion and invite you all to share yours as well.

John W. Bradley - incumbent: I have made attempts to contact Councilman Bradley. But he didn't return my emails from his city council email address. I am disappointed he wouldn't take the time to address his own constituents. In addition I felt like he hardly campaigned. There were a few signs around and poorly made flyer passed out this weekend. Not a top notch campaign.

Arlo L. Mueller: Arlo has a lot of heart and I really enjoyed my time talking to him. Unfortunately I think he is running simply to make a statement. Maybe he put running for council on his list of things to do. But he hasn't run much of a campaign and I don't believe he had much intention to do so.

Sallee Orr: Sallee has had tons of signs around town and I have heard a lot of people mention her name with regards to Open Space and Golf City. I contacted Sallee and invited her to answer our questions for the blog. Why she didn't respond, I do not know. Especially since according Google typing the name Salle Orr brings up my blog and the number one reason people come to my blog has been to look for Salle Orr info. If she is elected, she will have to start responding to people and their questions.

Shannon P. Sebahar - incumbent: Shannon did a fabulous job in communicating with me. In our conversations I was very impressed with her understanding of the community. Her answers to our questions were great and I can tell she brings some unique experience to the council. She will be absolutely getting my vote.

Wayne M. Smith: Wayne has had some of the best flyers and campaign signs of this election. His ideas are very promising and I have hoped to see more from him. I spoke to him when he passed out his door hangers, he was great to talk to. For the most part I have enjoyed what I have seen. I think he could be a great addition to the council.

In a nut shell, there is my opinion on who is running based one their campaign and my interactions. If you can't see who I am voting for then feel free to email me.

South Ogden City Elections

As many of you know, we are closing in on the municipal elections of 2007. What an amazing opportunity for the citizens of South Ogden to chose who will "steer the ship." Living in America and having the freedoms we do is incredible; I sincerely hope we all take advantage of these freedoms by voting in November.

As I contemplated the elections, I realized I know very little with regards to who is running and why. While doing a search for these answers I decided to visit the South Ogden City Website. However, the city has posted limited information about who is running, why, issues, etc.

One can argue that it is not the duty of South Ogden City to post biographical nor additional info for each candidate on their website. Therefore I would like to do my best in helping the city know who they are voting for. If not for your sake, but for my own.

Starting October 10th, I will gather information about each candidate. I will do my best to contact each candidate and ask them the same questions. Their answers will be posted here on the FromWhereISitBlog.Com website. If you have any questions you would like me to submit, please feel free to post your questions here.
